ChatGPT owner OpenAI ‘lobbied’ with EU for less stringent AI regulations: Report

ChatGPT has faced considerable scrutiny for the privacy concerns raised by many countries, especially in Europe. The government of Italy even decided to temporarily ban the OpenAI-created platform amidst concerns about the safety of the data. Globally, leaders are mulling over an AI regulation with technology experts warning about the potential misuse of ChatGPT-like generative AI platform.

Recently, the European Union passed an AI act to impose restrictions on the use of artificial intelligence platforms. But, the AI Act may not create much difference as according to a report by Time Magazine, ChatGPT maker OpenAI lobbied for “significant elements” of the AI Act to be less stringent. Time Magazine obtained documents on the EU’s engagement with OpenAI and reported that the ChatGPT-maker made the move to reduce the regulatory burden.

The report said that many amendments proposed by OpenAI became part of the final text of the AI act which was approved by the European Parliament on 14 June. The act will go through the final round of negotiations soon and is expected to be finalized by January 2024, the report added.

What about Microsoft and Google AI plans?

The reports by Time Magazine mention that both Microsoft and Google have also lobbied with EU officials amid their huge investments in the AI space. The companies argued that the burden of complying with the stringent regulations of the AI Act should be on only those corporations which plan to use AI in a “high-risk use” case.

OpenAI and other companies have emphasized that ChatGPT or similar platforms should be considered general-purpose AI systems and should not be subjected to stringent regulations requirements including transparency, traceability, and human oversight, Time Magazine said.

The revelations come as many tech leaders have expressed their concerns over the potential misuse of ChatGPT-like AI platforms and Europe being one of the flagbearers of the whole AI regulation regime.
